What "blacklisted" actually means
When a phone is reported lost or stolen — or an insurance claim is paid out on it, or its installment plan goes unpaid — the carrier flags its IMEI in a shared industry database maintained by GSMA, the mobile-network trade body. US carriers (T-Mobile, AT&T, Verizon, and their prepaid brands like Metro and Boost) all check this list, so a phone blacklisted on one network is generally blocked on the others too. The block follows the hardware, not the software: a factory reset or a new SIM card does not remove it.
IMEI vs ESN — same check, older name
If a marketplace listing says "bad ESN," that is the same problem. ESN (Electronic Serial Number) is the older identifier from CDMA-era phones; modern devices use an IMEI instead, but sellers and buyers still say "ESN check" or "bad ESN" out of habit. An IMEI blacklist check and an ESN check are the same lookup on today’s phones.

How phones end up on the blacklist
- Reported lost or stolen by the previous owner — the most common reason.
- An insurance claim was paid out on the device, and the "lost" phone was then sold instead of returned.
- Unpaid financing: the phone was on an installment plan that stopped being paid, so the carrier blocked it.
- Fraud flags, such as accounts opened with stolen identities.
Can a blacklist be removed?
Only the carrier that placed the block can lift it, and it will generally only do so for the original account holder — for example, once an unpaid balance is settled, or if a phone reported lost is recovered. If you bought a phone that turned out to be blacklisted, go back to the seller or the marketplace’s buyer protection for a refund, and keep your proof of purchase. Be very wary of paid "IMEI cleaning" or "unblacklisting" services: a phone blacklisted as stolen cannot be legitimately unblocked by a third party, and tampering with an IMEI is illegal in the US.

What does "bad ESN" mean on a used phone listing?
It means the device is blacklisted or has an unpaid balance attached. ESN is the older CDMA-era name for the identifier; on modern phones the same check runs against the IMEI.
Does a factory reset remove a blacklist?
No. The block is tied to the IMEI, which identifies the hardware itself. Resetting the software, changing the SIM, or switching carriers does not clear it.
Can I still use a blacklisted phone at all?
It will be blocked from activating on participating US carrier networks, but Wi-Fi still works, so it can function like a small tablet. Some networks outside the US do not check the shared list, which is why blacklisted phones are often exported.
Is a blacklisted phone the same as a carrier-locked phone?
No — they are separate flags. A locked phone works fine but only on one carrier until it is unlocked; a blacklisted phone is blocked from US networks entirely. A phone can be clean and locked, or unlocked and blacklisted, so check both before buying.

How long does a phone stay blacklisted?
There is no automatic expiry — a blacklist flag stays on the IMEI until the carrier that placed it removes it, for example once an unpaid balance is settled or a lost-phone report is withdrawn. Flags do not age out on their own, so a phone listed with a bad ESN years ago is still blocked today unless the original issue was resolved.
Is it worth buying a phone listed as "bad ESN" at a discount?
Only with open eyes: a bad-ESN phone cannot activate on US carrier networks, so it will never work as a daily phone here. It can still be used on Wi-Fi like a small tablet, or bought for parts — a good screen or battery has real value. Price it accordingly, and never pay working-phone money for a blacklisted device.
How can I check if a phone is stolen before buying it?

How do I run an iPhone blacklist check?
An iPhone blacklist check works exactly like any IMEI blacklist check — the shared GSMA database tracks the IMEI, not the brand or model. Find the iPhone’s IMEI by dialing *#06# or opening Settings → General → About, then run it through a free IMEI blacklist check to see if it has been reported lost, stolen, or flagged for an unpaid balance. Two iPhone-specific tips: dual-SIM and eSIM iPhones (iPhone XS and newer) show two IMEIs when you dial *#06# — check IMEI1, the primary. And a clean blacklist result is only half the picture on an iPhone: iCloud Activation Lock is a separate Apple-side lock that never shows in a blacklist check and survives a factory reset, so also confirm Find My iPhone has been signed out before you buy.
Can I check if an iPhone is blacklisted using the serial number?
The blacklist database is keyed to the 15-digit IMEI, not the serial number, so use the IMEI for a blacklist check. If a phone is dead or you only have the serial, you can still find the IMEI: it’s etched on the SIM tray of many iPhones, printed on the original box barcode, and listed in your Apple ID device list at appleid.apple.com. Once you have the IMEI, the blacklist check runs the same whether the phone powers on or not.
